The UK government updated its 2026 High Potential Individual (HPI) global universities list on 1 November 2026. It applies to qualifications awarded from 1 November 2026 through 31 October 2027. For an applicant, the relevant date is when the qualification was awarded, not simply the date the visa application is submitted.

Which list should a graduate check?

UK Visas and Immigration publishes separate lists for different award periods. A person awarded a degree in October 2026 should check the list covering November 2025 to October 2026; a person awarded one in November 2026 should check the new list. A university appearing in one year does not establish that it appeared in another. The published list should be checked directly against the institution and award date.

A listed university is only one condition

The qualification must have been awarded in the five years before applying and be equivalent to a UK bachelor's degree, postgraduate degree or doctorate. The government requires an Ecctis assessment of the qualification's validity and level; Ecctis does not determine whether the university appears on the relevant HPI list. An existing Ecctis assessment can be reused, according to the guidance. UK universities are not eligible for this route, although a separate Graduate visa may be relevant to some UK graduates.

Applicants must also meet English-language and applicable financial requirements. The savings requirement has an exception for someone who has already been in the UK with a valid visa for at least 12 months. The guidance says a job offer is not required, but eligibility is not automatic: previous use of the HPI route, a Graduate visa or the Doctorate Extension Scheme can prevent a new HPI application. Other application and immigration rules must also be checked.

What should prospective applicants do?

Keep the certificate or official evidence showing the award date and institution; check the correct year's list and the qualification assessment before making plans. For example, a person with an October 2026 award should not assume the November 2026 list applies merely because they apply in December. Requirements, costs and individual circumstances should be checked against current official guidance before filing.

The newly published list is an operational update to the existing route. It is separate from the previously reported proposal to expand the selection of universities; this publication alone does not establish that any proposed expansion has entered into force.
