UK announces targeted Graduate and HPI visa changes
The Budget proposes a larger HPI university pool and two-year Graduate permission for eligible universities. It does not establish universal eligibility today.

Two routes, two different announcements
The UK’s 28 October 2026 Budget announces expansion of the High Potential Individual route to the top 150 global institutions, with a proportional increase in its cap. It also proposes two-year Graduate permission for graduates of eligible high-compliance universities with strong labour-market outcomes. These policy announcements do not establish that every graduate qualifies today. Official source.
The routes should not be merged
HPI eligibility and the Graduate route address different circumstances. A university’s position in a general ranking is not by itself proof of eligibility under the future HPI arrangements. Likewise, a promise of two-year Graduate permission must be tested against the eventual eligible-institution criteria and rules for the applicant’s circumstances. The announcement does not provide that complete implementation detail.
What remains to be specified
The Treasury’s announcement describes the intended expansion but does not provide a definitive new institution list or individual transition rules. Applicants need to know which graduation dates, institutions and application dates the implemented arrangements cover. A prospective change should therefore be treated as a planning possibility until the relevant requirements are published.
Questions before choosing a course
Ask a university to distinguish its current official immigration information from its expectations about the Budget. Record the course, qualification, awarding institution and intended graduation date. When comparing study options, consider the education and cost on their own merits; do not make a major payment solely on an unconfirmed promise of later immigration permission.
Hypothetical example
A person graduating from an overseas institution sees it in a privately published top-150 ranking and assumes the expanded HPI route is available. The Budget headline does not resolve which ranking methodology or qualifying list will govern. Separately, a UK student cannot assume that their institution will meet the announced Graduate-route criteria merely because it is well known.
Keep current permission under review
Existing visa conditions and expiry dates remain practical priorities. The announcement does not extend a current visa automatically or authorise work beyond its conditions. Retain the official source and revisit the position when implementing rules and institution information become available. The related worker-salary proposals address a separate sponsorship question and should be assessed independently.
