Manitoba’s October 22 selection issues 1,304 letters: education links and recruitment categories explain the result

The round used separate graduate, overall-score and strategic-recruitment selections. Manitoba ranking scores are not federal CRS scores, and a letter is not a nomination.

Three selections within the same round

Manitoba’s official draw record reports 1,304 Letters of Advice to Apply on 22 October 2026. The Manitoba post-secondary-study selection issued 734 letters at a minimum ranking score of 816. The overall top-scoring Skilled Worker in Manitoba selection issued 513 at 846. A further 57 letters concerned declared strategic-recruitment invitations.

The education selection considered profiles declaring that the applicant or spouse had completed post-secondary study in Manitoba. The province also reports that 353 recipients declared a valid Express Entry profile number and job seeker validation code. These are overlapping characteristics of recipients, not an extra 353 invitations to add to the total.

Understand which scoring system is being reported

The numbers 816 and 846 are Manitoba ranking scores for those selections. They should not be labelled federal Comprehensive Ranking System cutoffs. Read the MPNP expression-of-interest process alongside the specific draw conditions before comparing one result with a different provincial or federal program.

A hypothetical applicant with a spouse’s Manitoba qualification should check what was actually declared and retain the qualification and relationship evidence. The headline does not establish that any short course, incomplete program or claimed connection will satisfy the relevant program requirements.

Strategic recruitment requires its own evidence

The 57 strategic-recruitment letters were associated with specified initiatives, including employer, Francophone, regional and ethnocultural channels and a temporary public policy. A person outside those processes should not infer eligibility from the absence of a published score for that group. The stated direct invitation is a material fact.

Keep the official invitation and communications showing the relevant initiative. A recruiter’s general promise that an employer participates is not equivalent to a provincial invitation. Where documents describe different roles or dates, resolve the discrepancy before relying on them in the application.

A letter starts the application stage

A Letter of Advice to Apply is not confirmation of nomination, permanent residence or permission to work. Follow the response instructions and prove the information used in the EOI. Keep current temporary status and employment conditions under separate review while the provincial process continues.

Use the result without predicting the next round

This selection shows how several distinct groups were considered on one date. It does not establish that the same groups, volumes or scores will be used again. An applicant’s useful next step is an evidence audit and deadline check, rather than spending money on a promised future cutoff.
