Khizanashvili's New Bus Stop: What Truly Accessible Transport Means
Ramps and tactile paving have been installed at the new stop. Accessibility encompasses the entire journey chain, including safe arrival, information, and boarding the bus.

According to Imedi's report of 10 October 2026, the final public transport stop and bus parking area have been arranged on Khizanashvili Street, near the Gldani branch of the House of Justice. The report lists waiting areas, pavements, ramps, and tactile paving. The project is attributed to the Transport and Urban Development Agency; a full technical compliance report is not attached to the information.
What obligation does an administrative body have?
Article 21 of the Law on the Rights of Persons with Disabilities requires universal design of infrastructure and accessibility of services. Article 5 also links refusal of reasonable accommodation to the issue of discrimination. Accommodation implies changes tailored to specific needs, taking into account conditions defined by law.
The existence of a ramp is an important fact, but the assessment also includes its slope, clear width, surface, and continuous route. Passengers must be able to safely reach the waiting area from the pavement and board the bus. A barrier could be an obstructed path, unclear information, or the practical impossibility of boarding the bus.
International Guarantee and Practical Verification
Article 9 of the Convention on the Rights of Persons with Disabilities (CRPD), which is binding for Georgia, considers the physical environment, transport, and information as a whole. Therefore, the ramp shown in the photo cannot provide a final legal answer regarding the entire service. On-site inspection and consideration of the experiences of service users are necessary.
What can a passenger request?
In the case of a specific barrier, it is useful to describe the address, time, obstacle, and necessary change, and to submit a written request to the agency. Requesting technical project and acceptance documents will help assess the issue. In the event of a lack of response or possible discrimination, the choice of an appropriate protection mechanism depends on the facts and the decision. This report does not establish either a violation or full compliance.
