Funding for 117 Lift Projects in Vake: Common Property and the Condominium's Maintenance Obligation
The funded lift renovation does not conclude the issue of common property management. What role do owners, the general meeting, project terms, and subsequent service play?

According to a municipal notice disseminated by Imedi on 9 October 2026, 117 projects for the renovation of dilapidated lifts in Vake district have been funded since the beginning of the year: 107 are completed, and ten are ongoing. The notice concerns the programme for promoting the development of condominium associations. This data does not imply that funding has already been granted for any other specific building.
Lift and Common Property
Article 5 of the Law 'On Condominium Associations' includes relevant installations and equipment not in individual ownership as common property. For a common-use lift, its legal and technical documentation is important. Under Article 8, the joint management of common property is incumbent upon the owners, unless the charter or an agreement stipulates otherwise.
Assistance from a municipal programme does not automatically negate the owners' management function. Even after receiving new equipment, the rules for service, repair, warranty, and cost distribution need to be clarified. Precise technical requirements for safe operation must be checked according to special rules and the equipment's documentation; a mere funding notice is not a certificate of technical soundness.
Decision and Financial Records
Article 28 of the Law establishes the rules for meetings in cases where members have not adopted a charter. Therefore, to verify the legality of a decision, the charter, invitation document, minutes, and applicable requirements for the specific issue are necessary. The disposal of funds should not rely solely on verbal agreement.
The application, approved cost estimate, works contract, acceptance-delivery act, and warranty conditions must be retained. Without these documents, it cannot be determined who is responsible for defects in the work or subsequent service. The cost and its source of coverage must be clear to the owners.
Programme Rules for a Specific Project
The disseminated notice also describes leaving a portion of the project cost in the condominium's account. To determine the specific share and conditions of use, the municipality's current programme rules and the individual funding decision are required. The press release does not fully present these conditions. Therefore, we will not calculate the amount payable by a specific building here.
If an owner disputes a decision or cost, it must be clarified whether the dispute concerns an internal decision of the condominium, a contract with the contractor, or a municipal act. These issues may have different legal avenues. A general mention of a foreign technical standard does not automatically change local funding or common property rules. The notice can clarify the management framework; compliance of a specific project requires its documentation.
