2027 Budget Draft: Committee Review and Already Existing Rights are Different Stages

Parliament is reviewing the 2027 budget draft. What role do committees play and why does planned funding not equate to a citizen's already established claim?

According to Imedi's report of 9 October 2026, committee reviews of the first version of the 2027 State Budget are ongoing in Parliament. The official agenda of Parliament for the same day confirms the planning of discussions on the draft law submitted by the Government and its accompanying materials. These sources do not confirm the final adoption of the budget law.

Who submits and who adopts the budget

Article 66 of the Constitution assigns the adoption of the State Budget as a law to Parliament and grants the authority to submit the draft to the Government. Amendments to the draft law without the Government's consent are impermissible. This is a distribution of competencies and does not replace a political or economic assessment of a specific expenditure.

Article 38 of the Budget Code obliges the Government to submit the draft with accompanying materials no later than 1 October. Article 39 establishes review in committees and factions, sending conclusions to the Finance and Budget Committee, and subsequent processing of the draft. Support from an individual committee is not the final adoption of the law by Parliament.

What planned funding means for a citizen

Mentioning an increase in pensions, salaries, or programmes in the budget draft does not automatically create a right to claim this amount today. The finally adopted law, its effective date, the legal rules for the relevant programme or benefit, and the conditions to be met by the individual must be checked. The allocation of funds in the draft and the decision to assign funds to a specific person are different.

Annual appropriation is a framework for financing a defined purpose for a public body. The announcement of this volume does not turn all potential beneficiaries into individual recipients. State and consolidated budget figures must also be distinguished: direct comparison of amounts with different coverages can be misleading.

How to interpret subsequent reports

When reading, the version and date of the document should be noted: first draft, revised draft, committee conclusion, or already published law. To determine the final rule, the adopted text and related specific amendments are needed. The agenda confirms the issue to be discussed, not all outcomes of the session.

An assessment or recommendation from an international financial organisation cannot replace a law to be adopted by Parliament. The direct basis of this article is the constitutional and Georgian budgetary procedure. The report of 9 October allows for a description of the ongoing discussion; for an unconditional conclusion on future benefits, final legal texts are still needed.
