Duisis School Construction Tender: Competition, Quality, and Appeal Possibility
Tender NAT260021283 has been announced for the construction works of the new Duisi school. The winning bidder, completion deadline, and acceptance conditions must be checked against the tender documentation.

According to Imedi's report of 9 October 2026, a tender has been announced for the construction of Duisi Public School. The official tender page of the Municipal Development Fund lists the number NAT260021283. The announcement signifies the start of the competition; at this stage, no conclusion can be drawn about the winning company or the completion of construction.
Which law applies to the 2026 tender?
Article 2 of the current Law on Public Procurement requires rational spending, competition, proportional and non-discriminatory treatment, and publicity. According to the current edition of Article 97 of the new Public Procurement Law, the date of invalidation of the old law is 1 January 2030; a corresponding transitional rule is also provided for relations arising before that date. The future regime does not automatically apply to the current tender.
The bidder must check the experience requirements, price calculation, scope of work, and document submission dates from the conditions. The safety and energy efficiency mentioned in the public announcement must be reflected as obligations to be fulfilled with specific criteria in the project and contract. Unspecified media reports cannot alter these documents.
Children's needs are important alongside competition
Article 8 of the Law on the Rights of Persons with Disabilities concerns inclusive education, while Article 5 of the Child Rights Code requires consideration of the child's best interests. Article 3 of the Convention on the Rights of the Child, which is binding for Georgia, also protects this principle. When accepting the building, merely completed walls are not sufficient: it is necessary to check the fulfilment of relevant safety and accessibility requirements.
How can a decision be reviewed?
Article 23 of the Procurement Law provides for review by a dispute resolution board or court. Admissibility and deadline are determined by the specific appealed action and stage of the procedure. An interested party can check the conditions and adopted decisions from the public tender materials; the start and completion of construction must be confirmed by the contract and performance documents.
