Australia consults on student visa evidence: proposals are not new rules
Australia is consulting on student visa evidence and financial capacity; no decisions have been made on the proposals.

Australia’s Home Affairs Department is seeking views on potential changes to the Genuine Student assessment and the financial evidence framework for Student visa applicants. It says no decisions have been made. The consultation closes at 12 noon AEDT on 23 November 2026. A proposal does not change the current visa requirements.
Possible changes to assessment
The discussion paper considers a possible revision to Ministerial Direction 106, including a clearer distinction between people starting a course and those continuing or returning to study. It also asks about alternative ways to verify sustainable access to tuition and living funds, including possible Australian bank-account models. These are options for consultation; no particular model is in force merely because it appears in the paper.
Interim financial evidence under discussion
A separate possible interim measure concerns primary applicants from Evidence Level 3 countries. The paper asks whether they should provide financial evidence at lodgement regardless of provider level. It discusses retaining prescribed amounts initially while strengthening the evidence, including a possible six-month transaction history. These are questions and proposals, not an announced blanket new deposit, a confirmed start date or a finding about any individual nationality.
Current rules and next steps
Students should use the rules and document checklist in force for their own application, preserve evidence of their study plan and genuine access to funds, and check for an official decision before treating a proposed requirement as binding. Submission to the consultation is optional; visa outcomes remain individual decisions. Seek advice from a suitably authorised Australian adviser for a specific case.
Current practice is separate from the proposal. Home Affairs says an applicant whose checklist requires financial evidence must attach it when lodging; the department may also request evidence later even when the checklist did not require it initially. Its guidance on genuine access discusses transaction records and sources of funds. Check the current checklist shortly before applying and follow the instructions for your own application.
