US I-131 proposal: special-parole options and individual evidence
USCIS proposes removing certain former special-parole selections from Form I-131. Individual parole requests remain distinct from a promised programme renewal.

What USCIS proposes to remove
A USCIS notice published on 23 October 2026 proposes revising Form I-131 to remove selections for certain special-parole programmes available in the past. Comments are invited until 22 December 2026. The notice does not identify every affected programme by name. Official source.
The notice says people paroled through those programmes may still request a new period of parole individually for urgent humanitarian reasons or significant public benefit, based on their personal circumstances. It does not promise automatic renewal.
A form proposal has limited legal effect
This is an information-collection proposal. It should not be described as automatically revoking existing permission or requiring every applicant to use a proposed edition immediately. Check the current I-131 page and instructions before submitting.
Form I-131 serves several travel and parole purposes. Selecting the correct purpose requires more than finding a familiar programme name. The applicant’s location, current documentation and intended request need to be assessed together.
Individual facts need individual support
In a hypothetical case, someone admitted to a former parole process relies only on their original approval letter when seeking another period. That letter explains the history, but it does not necessarily establish the present humanitarian circumstances or public benefit supporting a new request.
Build a dated chronology and connect each material assertion to reliable evidence. Where records conflict, identify and explain the discrepancy rather than selecting whichever account seems most favourable.
Keep three deadlines separate
The December 22 date concerns public comments on the proposed collection. It is not a new expiry date for a person’s permission, a filing extension or authorisation to travel. Existing documents and any case-specific request retain their own significance.
Before departure, obtain an assessment of the travel consequences and the document required for the intended journey. Public comments are also not the place to publish a personal immigration file: policy feedback and an individual application belong in different procedures.
Legal check date
Sources and law checked on 28 October 2026. Later developments are not reflected automatically. Application of the rules depends on the individual facts.
