UK religious routes: October 29 duties and maintenance changes
Changes commencing October 29 distinguish pastoral and supporting roles and require particular sponsor undertakings. Earlier applications have transitional treatment.

The commencement date matters
Changes in HC 584, laid on 3 September 2026, take effect for the relevant Minister of Religion and Religious Worker provisions on 29 October. Applications made before that date are to be decided under the rules in force on October 28. This is an approaching commencement, not a newly announced October 28 law. Official source.
An unfinished online draft is not the same as a valid application. Anyone relying on transitional treatment should establish the legally relevant application date and check all applicable requirements.
Actual duties determine the route
The Minister of Religion route concerns qualifying leading or mainly pastoral roles, with specified provision for senior positions and religious orders. The temporary Religious Worker route supports non-pastoral religious activities, permits up to two years and does not lead to settlement.
Under the revised temporary route, the role must meet the stated alternative conditions: it may be supernumerary, involve living mainly within and belonging to a religious order, or be supported by the required immediately preceding six months of overseas religious duties for an affiliated organisation and its letter.
Maintenance undertakings need legal analysis
Where the person is legally not entitled to the National Minimum Wage for the sponsored role, the amendments require the A-rated sponsor to confirm maintenance and accommodation for the permission period, including relevant dependants where applicable. Working for a charity does not by itself resolve minimum-wage entitlement.
The statement and explanatory materials should be read alongside the route rules. A sponsor undertaking is a different commitment from simply showing an applicant’s bank balance.
Review the role before issuing paperwork
Hypothetically, a faith organisation hires someone mainly for administration and calls the position “minister”. The title alone does not establish a pastoral role or the applicability of an exception. Record the actual duties and organisational position.
Sponsors should align the role description, sponsorship record, proposed period and financial arrangements. The amendments do not remove other eligibility requirements; choosing a route or filing before a transition date cannot cure unsupported facts.
Legal check date
