Rehabilitation of 32 Roads in Zugdidi: Budget Expenditure, Quality Acceptance, and Responsibility

The commencement of road rehabilitation does not imply acceptance of the completed work. A citizen may request the contract, quality inspection, and response to a specific hazard.

According to Imedi's report of 9 October 2026, 32 roads are currently undergoing rehabilitation in Zugdidi Municipality. The information is attributed to the Municipality and also describes works on streets, access roads, and the drainage system in Akhali Abastumani. The ongoing nature of the works does not signify the completion and final acceptance of all sections.

What responsibility does the Municipality have?

Article 16 of the Local Self-Government Code assigns the management of local roads and the organisation of traffic to the Municipality's own powers. To determine responsibility for a specific section, the status of the road, the client, the contractor, and the duties allocated by contract must still be ascertained.

Budgetary funding does not automatically confirm quality performance. During inspection, the scope of work, requirements for surfacing and drainage, completion deadline, supervisory records, and the acceptance act are important. Warranty obligations and the procedure for rectifying discovered defects also need to be clarified.

Can a citizen request the contract?

Under Article 37 of the General Administrative Code, it is possible to request public information. Specifying the particular street and project in the application will facilitate the retrieval of contract, expenditure, and acceptance materials. The existence of protected data does not automatically mean a complete refusal of the document; the provision of information is assessed taking into account relevant exceptions.

Is a damaged road sufficient grounds for compensation?

Article 992 of the Civil Code links liability to unlawful and culpable acts and inflicted damage. Proof of damage and causal link is required; promising automatic municipal responsibility for all damage is incorrect. Written notification of a specific hazard, with a record of the place and time, will assist in the assessment. A general project statement cannot establish an individual violation.
