Which students face the new work limit

New Zealand’s changes took effect on 27 October 2026. Unlimited in-study work rights for master’s-by-research students are removed for new student visas where applications were made on or after that date. New master’s students receive the same conditions: 25 hours a week and full-time work during holidays. Official source.

The application date matters. An existing holder should read the conditions on their own visa, rather than assume that the announcement rewrites every permission already issued. A course offer and a visa condition are different documents.

English ability and provider compliance

INZ has strengthened instructions identifying English-language ability as a key factor in assessing whether a student can meet visa conditions. It also permits formal suspension of processing in more circumstances, including while an education provider’s non-compliance is still being determined.

A processing suspension is not itself a refusal. Applicants should retain requests and communications, identify whether the issue concerns their evidence or their provider, and avoid treating silence as a final decision.

Check the actual expiry date

Where a visa previously lasted one month beyond the course end, that period becomes two months. The alternative 31 March expiry remains unchanged. This announcement should not be treated as an automatic extension of an existing visa.

Practical planning therefore requires three dates: the application date, the course end and the expiry recorded on the visa. The official work guidance also directs students to their individual conditions.

Budget for study before employment

In a hypothetical case, a new research master’s student has budgeted for full-time work throughout term. That plan needs revision before accepting commitments: the new weekly limit can affect both income and the timetable offered to an employer.

Prepare the course documents, funding plan, visa decision and any provider correspondence together. Extra time after a course does not establish eligibility for another visa or guarantee post-study employment; the next immigration step requires a separate assessment.
