New Zealand opens India-specific work visas: the quota, family restrictions and residence questions behind the trade deal
New work routes opened on October 20. A place in the quota, a genuine job offer, family eligibility and a future residence route require separate checks.

Which changes are already available?
The India–New Zealand Free Trade Agreement entered into force on 20 October 2026. Immigration New Zealand announced two Temporary Employment Entry categories, with a combined ceiling of 5,000 holders present at any one time. These are temporary work routes; the announcement expressly says they do not provide a pathway to residence. The ceiling should not be advertised as 5,000 permanent-residence places or an annual allocation.
The same announcement separates later measures: expanded post-study rights for eligible Indian PhD graduates start on 16 November, while the proposed working-holiday scheme is to be introduced within two years. Applicants should therefore identify the particular route and its opening date before paying for an application or relying on a recruitment advertisement.
The individual visa conditions control the move
The India Skilled Work Visa page sets a ceiling of 4,400 holders for that category and requires Indian citizenship, an eligible full-time job with an accredited employer, and the relevant professional, language, health and character evidence. Permission is linked to the stated job, employer and location. A qualification earned in Georgia or another country may need recognition; the university’s location alone does not determine eligibility.
The route does not allow a partner or dependent children to obtain visas on the basis of the principal applicant’s status. This is a decisive household-planning issue. An attractive employment offer may remain unsuitable if family members have no independent route. Each person’s proposed stay should be assessed before accepting a relocation package that promises family inclusion.
Quota availability and job eligibility are different
A vacancy in a named sector does not establish that every advertised role qualifies. Compare the actual duties, registration requirements and employer accreditation with the route conditions. An employer’s willingness to issue a letter cannot replace a required professional registration. A nurse, engineer and software developer may face materially different evidence requirements even when all have genuine offers.
The first application generally must be made from outside New Zealand. The published route limits total stay and requires a period outside the country before a further visa after the maximum is exhausted. Applicants should check the complete conditions rather than assume that successive short grants restart the clock. A future change to another immigration route would require independent eligibility under that route.
Recruitment payments create a second legal risk
INZ warns that paying or promising money to an employer or its agent for a job offer can lead to refusal. Distinguish an official application charge or a genuine independent professional service from purchasing employment. Keep the offer, recruiter’s identity, invoices and payment instructions. A demand to pay a relative’s account deserves the same scrutiny as a demand made directly by the employer.
Our analysis of the overseas recruitment-fee judgment explains why routing a payment abroad does not by itself remove New Zealand employment protections. A person applying while living in Georgia must also maintain their own lawful Georgian stay; the New Zealand application does not extend it.
A workable decision checklist
- Identify the visa category, commencement date and available quota.
- Audit duties, professional recognition, accreditation and the genuine offer.
- Resolve each family member’s visa position separately.
- Budget for a temporary stay and check any later residence option independently.
The trade agreement creates additional opportunities for eligible Indian citizens. Its practical value depends on a documented match between the applicant, the job and the specific route, rather than on the headline number of places.
