Georgia's health and accident insurance rule for incoming tourists applies from 1 January 2026. To check a Chinese or other foreign policy, identify the actual insurer, covered territory, relevant risks, an insurance amount of at least GEL 30,000, the full stay including arrival and departure, and Georgian or English documents. Verify any specific exemption separately. A receipt, product advertisement or general visa-free information does not answer those questions by itself. Official sources were checked on 3 October 2026.

The short answer: check the foreign policy itself
Since 1 January 2026, Georgia's mandatory health and accident insurance rule applies to tourists entering the country. A policy may be issued by an appropriate Georgian or foreign insurance organisation. Insurance purchased in China or another country is therefore neither automatically unsuitable nor automatically compliant. Before departure, examine the actual document: covered territory, insured person, health and accident risks, insurance amount, coverage period and presentation language.
The required insurance amount is at least GEL 30,000. Coverage must extend throughout the stay in Georgia; the Foreign Ministry's notice expressly includes arrival and departure dates. The policy may be presented physically or electronically in Georgian or English. A purchase receipt or brief application notification does not necessarily replace the full policy. This guide explains how to compare an existing foreign policy with the requirements, ask precise questions about corrections and organise departure documents without assuming the outcome of a border check.

Establish whether the rule applies to the journey
The regulation concerns tourists entering Georgia. Treating every kind of travel by every foreigner identically would be inaccurate. The journey's purpose, personal status and any specific exemption matter. The Tourism Law contains relevant definitions, including rules used in different contexts. Where a visit involves employment, existing residence, transit or another unusual circumstance, seek an individual classification. Do not assume an exemption merely because the intended stay is short.
It is particularly important to distinguish this tourist policy from documents required for a visa application and from the legal basis for staying in Georgia. Buying insurance does not itself create entry or residence rights. Visa-free eligibility does not answer every insurance question either. Record the entry basis, travel purpose and specific ground for any proposed exemption in the traveller's file. Mark an unverified answer as unresolved. This guide does not assert a universal conclusion for all residents, day visitors or transit passengers.

The verified exemption categories
Article 1(3) lists specific exemptions: holders of diplomatic or special visas; holders of diplomatic, official, service or special passports; accredited staff of the relevant representations and their accredited family members; persons whose entry is envisaged by Georgia's international agreements or treaties; and drivers engaged in international road freight and passenger transport. Being a family member does not itself replace the accreditation condition. Do not place ordinary tourism within the list by changing its label.
Keep evidence of the actual circumstance relied upon. For an international-agreement ground, compare the relevant agreement with the individual's position. Chinese citizenship or eligibility for visa-free travel alone does not resolve how the regulation's treaty exception applies in a particular case. If relying on it, verify the exact agreement and the competent authority's explanation. An advance enquiry should identify passport type, entry basis and travel purpose. Marking an unresolved point accurately is more useful than promising an exemption without its supporting basis.

A Chinese or other foreign insurer
A foreign insurance organisation is permitted if authorised under its country's law to provide health and accident insurance. The purchase country is therefore not the sole deciding criterion. Identify the actual insurer rather than just the platform, travel agency or bank-card name. An intermediary may sell the product while a different organisation carries the insurance obligation. The full document should enable you to identify the party providing coverage.
For a policy bought through a Chinese application or online platform, request an insurer-issued English or Georgian version and relevant attachments. If insurance is included with a bank card or employer programme, verify that the particular traveller is insured and how coverage is activated. General advertising about overseas travel cannot substitute for evidence of an individual's policy. State the itinerary, dates and requested document when asking questions. Keep the response with the policy, but do not treat the insurer's explanation as an unconditional guarantee of admission.

Check territory and insured risks
The policy should establish coverage for Georgian territory. If it names a broad region or worldwide coverage, check territorial exclusions as well. The word international does not itself demonstrate unconditional coverage in every country. Ask the insurer whether the particular policy covers the planned stay in Georgia. Keep the relevant attachment or confirmation and ensure it refers to your policy number. A general description of another product is different evidence.
Check health and accident risks separately. Baggage, cancellation or delay cover may be useful but does not establish those required components. Examine activity restrictions against the personal itinerary too. For mountain walking or skiing, for example, ask the insurer which terms apply. This is an additional contractual check, not a claim that the regulation requires coverage of every possible sport. Assess the statutory minimum and the broader protection desirable for the actual journey as separate questions.

The GEL 30,000 minimum and foreign currency
The regulation requires an insurance amount of at least GEL 30,000. That is the coverage amount, not the premium paid to purchase the policy. Both figures may appear in the document, so identify the right field. An overall limit and risk-specific sublimits are different provisions. Where their relationship is unclear, ask which amount applies to the relevant health and accident coverage.
A foreign policy may state its amount in renminbi, dollars, euros or another currency. Before departure, request a clear statement of the amount and ask whether the insurer can explain compliance with the minimum in writing. This guide has not verified a universal border conversion rate or a mandatory format for every foreign currency. An old calculator screenshot is not an acceptance guarantee. Do not assume that limits from different policies can automatically be added together either. Retain the complete financial terms and do not present an unverified sublimit as sufficient coverage.

Cover arrival through departure
Compare coverage start and end dates with the actual itinerary. The ministry's official notice expressly includes both arrival and departure dates. For overnight arrivals or travel across time zones, examine any stated times as well. A policy beginning after arrival or ending before the departure date does not describe the full period. Resolve unclear timing terms with the insurer before departure.
Annual insurance also needs checking. Some products contain separate limits on each journey's length or activation conditions, so seeing the annual expiry date alone is insufficient. The regulation defines the insurance period as entry to departure, not exceeding one year. That provision does not grant permission to remain in Georgia. If the return plan changes, check continued coverage and immigration status independently. Keep an updated insurer document alongside the earlier one so the amendment's timing and new scope remain clear.

Language and presentation format
Presentation is permitted physically or electronically in Georgian or English. Relying solely on a Chinese-language document does not address that stated language requirement. Start by asking the insurer for a policy in the required language or an officially linked version. Ensure the translated document identifies the same insured person, policy number, period and amount. An English advertising leaflet is not the English version of an individual's policy.
The checked insurance sources do not establish a universal requirement for an apostille, notarisation or another additional formality. Do not invent one, but do not guarantee acceptance of an incomplete automatic translation either. If an official English version is unavailable, ask the relevant authority in advance about the usable document. Save the electronic file so it opens without an internet connection. A paper copy is a practical backup, not a separate legal obligation imposed by this guide. The principal particulars should be easy to locate when presenting the policy.

The required policy particulars
The policy definition lists the required particulars: contract parties, covered territory, subject of insurance, start and end times, insured risks, insurance amount and limits, premium amount, payment place and payment deadline. A short certificate may omit some of them. Request the full policy and linked terms where necessary. Record which page or attachment contains each item so the relevant text can be located quickly.
Compare the person's name in the passport and insurance document. Different English renderings of a Chinese name may need clarification; arrange corrections through the insurer rather than editing the document yourself. For family or group coverage, check that each traveller is identified and their coverage terms are understandable. Numbers, dates and amounts should agree across language versions. If one document shows another date or limit, retain the question and insurer's answer. Do not declare complete compliance on the basis of a poor copy or brief notification.

Minimum compliance and an actual claim
Possessing the legally required policy and obtaining payment for a particular event are separate assessments. The overall insurance amount does not mean every medical expense will be paid unconditionally. Before departure, read exclusions, any deductible, notification terms and the practical route for obtaining assistance. Ask the insurer to explain a specific clause if necessary. This helps you understand actual protection rather than creating an additional universal government requirement.
If you have an existing medical condition or plan an activity potentially restricted by the policy, ask about it in advance. This guide does not state that the regulation mandates cover for every pre-existing condition, sports risk or evacuation. Compare the issue with the contract and applicable rules. Retain assistance contact information and establish whom to approach after an incident. Distinguish an urgent medical need from a subsequent funding dispute. For any later claim, the complete policy, relevant correspondence and documents establishing expenditure will matter.

Prepare the departure document file
Keep passport identifying details, the policy, current attachments, the required language version and travel dates together. Add the insurer's explanation of any point unclear in the main text. Include evidence of an exemption ground if relying on one. Retain the receipt as payment evidence without treating it as the policy. This is a practical filing checklist, not an identical additional official document requirement for every traveller.
The regulation authorises the responsible official to check possession of the policy at a border checkpoint. Prepared documents assist communication but do not guarantee admission. Ask precise questions, such as whether a numbered policy covers Georgia on the stated dates and where its health and accident amount appears. A general answer that you have good insurance is not sufficiently specific. Test that files open before departure and ensure essential information is not stored solely on another person's phone. For children or group travel, each individual's documents should be identifiable.

Changed plans and checking the sources again
If dates, itinerary or insured travellers change, review the policy again. Payment already made does not establish automatic cover for the change. Request the relevant written amendment and examine when the new condition begins. Linking the documents is especially important where the original policy shows different dates. Extending a planned stay requires separate insurance and immigration answers. The insurance period of up to a year is not permission to remain.
The official sources used here were checked on 3 October 2026: Government Ordinance No. 602, the consolidated Georgian Tourism Law and the Georgian embassy's notice of 15 January 2026. The regulation takes effect on 1 January 2026. The sources do not verify acceptance of a particular Chinese product, a uniform conversion method for every currency or a particular traveller's treaty exemption. Do not assume those outcomes. Before departure, check later amendments and your actual policy terms. Source checking is not approval of an individual policy.
