The China–Georgia document route depends on origin, public-document status and the actual recipient. Bilateral Convention operation is confirmed from 7 November 2023, but an apostille does not guarantee acceptance. Identify the relevant mainland, Hong Kong or Macao authority, the type of Georgian record, the translation requirement and name alignment before preparing the file. This guide explains preparation without imposing one document checklist on every institution.

Start with the receiving institution
A document moving between China and Georgia needs three separate decisions: what record the recipient needs, how its official origin is authenticated, and what form the recipient accepts. An apostille handles one part of that process. It cannot repair an incomplete power of attorney, turn the wrong certificate into the right one, or replace a usable translation. Obtain the receiving institution’s written checklist before ordering notarisation or courier delivery. State where the document was issued, whose information it contains and the precise purpose of submission.
The Chinese Embassy confirms that the Convention operates between China and Georgia from 7 November 2023. Georgian public documents within its scope follow the apostille route for use in China, without routinely adding Chinese Embassy consular authentication. This change does not cover every possible document. A record that has already been signed, translated or authenticated still needs assessment against the current recipient’s requirements.

What the apostille actually proves
An apostille authenticates the signature on a public document, the signer’s official capacity and, where relevant, its seal or stamp. That is not an independent investigation of every statement in the record. Nor does it establish that a power of attorney grants sufficient transaction powers or that a diploma satisfies a particular admission requirement. Separate authentication of origin from legal or substantive acceptance. If the institution needs another type of certificate, an existing apostille cannot fill that gap.
The Embassy expressly says that a Georgian apostille does not guarantee acceptance by a Chinese recipient. Format, content, time requirements and translation must be checked beforehand. A university, bank, court and civil registry should not be treated as if they share one checklist. In your working file, identify what the apostille verifies and what the recipient must still decide.

Mainland China, Hong Kong and Macao
The issuing territory matters. For mainland public documents, HCCH identifies China’s Ministry of Foreign Affairs and entrusted local Foreign Affairs Offices acting within their administrative jurisdictions. Hong Kong and Macao have separate authority entries. Hong Kong’s entry points to designated High Court officials and its apostille service; Macao’s entry identifies administration and justice authorities. Chinese-language text alone does not establish which territorial route applies.
Find where the public act was executed and whose official signature or seal needs authentication. Citizenship, company address and the representative’s current location do not automatically answer that question. A Hong Kong-issued record should not be sent through mainland instructions simply because its owner is Chinese. The 2023 change also does not mean all three territories previously had the same regime: the Convention already applied to Hong Kong and Macao. Check the relevant authority’s current instructions before applying.

China to Georgia: prepare the issuing file
For a mainland record, first establish whether a foreign-use notarial certificate or competent-authority verification is needed. Chinese MFA instructions distinguish that preparation from the apostille application and recognise an exception for documents eligible for direct processing. Ordering the same notarisation for every document is therefore unreliable. Tell the issuer that Georgia is the destination and identify the institution and purpose. Supply its requirements so that the certificate addresses the relevant fact or act.
The apostille application then goes to MFA or an entrusted local authority where appropriate. The notarial issuer and apostille issuer are different roles. Bringing a document to Georgia does not automatically change its competent origin authority. Divide preparation into work in the issuing jurisdiction and work before Georgian submission. Confirm whether each stage requires an original, an authorised copy or an electronic form; loose photographs are not a complete official file.

Georgia to China: choose the record and authority
For Georgian records, obtain the precise public document requested by the Chinese institution. It may be a civil-status certificate, judicial document, educational record or administrative certificate. Do not treat an original, an informational extract and a separate copy-authentication certificate as interchangeable. The apostille relates to the particular official act presented for authentication. The recipient’s requirement should therefore determine which version you obtain.
HCCH lists several Georgian competent authorities. PSDA has a general role, educational documents have the described education-quality review route, and the Ministry of Internal Affairs Service Agency handles records it issues. A PSDA territorial office or Public Service Hall can be an application channel, but check the specific document’s route. For covered Georgian public documents, additional Chinese Embassy consular authentication is no longer routinely planned. Final acceptance still belongs to the institution receiving the package in China.

Public records and private instruments
Article 1 includes court-related, administrative and notarial acts, together with official certificates placed on privately signed documents. The latter can include official or notarial authentication of signatures. This distinction matters for corporate resolutions, contracts and powers of attorney. The private text and its accompanying public authentication are not the same object. Record which act or official signature will actually be authenticated and explain that to the issuing authority.
The Convention excludes diplomatic or consular acts and administrative documents dealing directly with commercial or customs operations. That does not exclude every business document, nor make every company-authored sheet a public document. A registry-issued record and a private shareholder resolution have different origins even when both serve the same company transaction. If classification is unclear, show the exact version and the recipient’s requirement before paying for translation or authentication.

POAs and corporate authority
For a POA, authenticating a signature and checking the granted powers are separate tasks. Ask what acts the recipient expects the text to cover. Representation concerning property, incorporation, bank communication and litigation may require different wording. This article does not supply a universally sufficient institutional form. Agree the actual purpose, scope and representative’s identifying details before selecting the signature and authentication route.
For a company, distinguish who adopts a decision from who signs the document. A registry record, an internal resolution and a representative’s POA answer different questions. An apostille on one does not eliminate the need for the others. The recipient may separately require evidence of company status or signing authority. Build a brief matrix showing the document, issuer, signer, authentication object and intended use. It helps identify the missing part without confusing apostille authentication with corporate governance or transaction authority.

Separate originals, copies and translations
A translation is a separate service; authenticating it is not always the same as authenticating the original. Read what a notarial act actually certifies: a signature, a copy’s correspondence with the original, or translation accuracy are different matters. Georgia’s agency lists notarial acts generally, but also excludes notarial certifications of copy correctness and translation correctness. Never promise that every notarised copy or translation can itself receive an apostille. Check the exact proposed form with the competent authority.
Chinese is absent from PSDA’s listed translation languages. Arrange a recipient-compliant Chinese translation separately when required. There is no universal instruction here to apostille before translation or always translate first. Identify the authenticated object and ask whether the translation must include the apostille and all annexes. Ordering only the main text may leave the submission file incomplete.

Align names and identifying details
Name alignment across Chinese, Georgian and Latin-script records is a practical preparation task. Make a working table showing the original name, passport detail, translated form and official company name where relevant. The purpose is to identify differences, not alter the original yourself. Ask the issuer about correction if its record is wrong. Give the translator the identifying material needed to avoid making the file appear to concern another person or company.
Document numbers, birth dates, registration details and annex references also need consistent treatment. Silently adding a new name variant or deleting an old one hides the issue. Where existing records use different forms, retain an explanation and any linking official evidence the recipient requests. That does not guarantee acceptance of every transliteration explanation. Review the entire package: a correct name on the first page cannot repair an error elsewhere.

Educational records and special routes
Chinese MFA says mainland diplomas, degree certificates and transcripts need prior notarisation. This specific example shows why every official-looking document cannot be assumed ready for direct apostille processing. Authentication also differs from substantive recognition of education. A university or relevant authority may conduct its own assessment; this article promises neither admission nor academic or professional recognition.
Consular notarisation is a separate route. The Chinese Embassy publishes nationality, residence and other eligibility conditions, including personal attendance and signature for POAs. The apostille change does not mean that all notarial services were abolished or that Embassy notarisation is a universal substitute. Because the Convention excludes consular acts, do not automatically plan an ordinary Georgian apostille for an Embassy-issued act. Confirm its distinct route with the recipient and Embassy. Documents issued in mainland China, by a Georgian notary and by the Embassy do not become one category merely because they share a package.

A practical preparation checklist
Collect the recipient’s written requirement, the complete record, issuer and territorial details, any requested identity-linking evidence and a description of the proposed authentication. For a POA or corporate decision, add the signer and authority material specifically requested. Identify the translation language and certification form. These are planning questions, not a claim that every item is mandatory in every case. The actual package must be confirmed with the recipient and relevant issuer.
Before dispatch, count pages, compare names and numbers, check annexes and identify the official apostille verification channel. HCCH points to mainland China’s official online verification system. Certificate verification does not establish substantive acceptance. Keep delivery evidence and correspondence. If further material is requested, identify the precise missing item and affected stage; a vague instruction to obtain more authentication is not an adequate preparation plan.

Those entries and local service pages are not always updated together. Recheck the particular office’s instructions before acting; an old fee table or instructions written for another country may produce the wrong plan. This article gives no universal price, guaranteed turnaround or common validity period for all records.
A sound filing decision connects the required public record, authorised issuer, apostille where needed, complete compliant translation and requested annexes. Do not convert completed authentication into a promise of a property transaction, incorporation, bank approval or another underlying outcome. Each has separate requirements. Resolve remaining uncertainty in writing before dispatching the package. The goal is a coherent China–Georgia document chain connecting official origin, accurate translation and the intended use.
